The reform of electronic invoicing: what will really change in 2026
The reform is not a simple administrative update. It is a fundamental change in the way French companies will issue and receive their invoices — and the timetable is firm.
Who is affected — and since when?
All businesses subject to VAT in France are affected. Regardless of your size, sector, or legal structure, if you invoice business clients (B2B), you fall within the scope of the reform.
- 1st September 2026 — All businesses must be able to to receive electronic invoices.
- 1st September 2026 — Large companies and mid-sized companies must also issue in electronic format.
- 1st September 2026 — SMEs (250 to 5,000 employees) are joining the emission obligation.
- 1st September 2027 — Very small businesses, micro-enterprises and self-employed individuals have until this date to issue the document.
Are you a freelancer or self-employed? You have a little more time for sending. But receiving is mandatory for everyone from September 2026. This is non-negotiable.
What this means in concrete terms for your company
Issuing an electronic invoice is not just sending a PDF by email. It is producing a structured file (Factur-X, UBL or CII) transmitted via an approved platform — the PPF (Public Billing Portal) or a PDP (Partner Dematerialization Platform).
In practical terms, this means changing or updating your software, choosing a transmission platform, and adapting your internal processes: validation, legal archiving, accounting reconciliation. For a very small business that still manages its billing In Excel, it's a fundamental change. For an SME already equipped, it's often a question of integration.
The risk of doing nothing before September 2026
The main risk isn't an immediate fine—it's operational. If you're unable to receive an electronic invoice from a major client by September 2026, you risk processing delays, breakdowns in your supplier relationships, and a tarnished image with your partners. And implementing a solution takes time. Waking up in August 2026 to search for a PDP (Project Data Platform) is already too late.
